WebPlutonium seems to only spawn on SOME moons in Radioactive Systems. When it does spawn on these moons, there is very very little of it, and it is rarer than any other mineral in the game. It can only be found in obsidian at the core of the moon, which risks you killing yourself if you fall off world, and so it requires a good drill too.
